I have and other's have before through the years. Nothing in rules to prevent this move. The player is not on any roster to begin with, I can place him where I wish. Main or minors. If your implying to waivers, that is for a player that has already been placed on a roster which he would have to go through waivers, if on the last yr. of a contract, but if on a 2-way, can be brought up and down at will.

He can only be placed in the minors if he is signed to a 2 way contract or goes to wavers first.

B) Two-way Free Agent Contracts
A free agent skater can be signed to a 2 way contract if the have played 1-39 games or a free agent goalie can be signed to a 2 way contract if they have played 1-29 games.
The cost of their contract will follow regular free agent bidding with their contract being the winning contract plus an additional 500k as a two way contract fee. These players can also still be signed as normal but their contract will be a 1 way contract.

so no he cant be placed in the minors unless you put him on waivers first following all the waiver rules.

I had a good look at this before I waived Robert Hagg...obviously would have just assigned to minors instead. No great loss but it illustrates my thinking. Conclusion I came to was based on the wording of penalty for not making room on your roster after winning FA's. Certainly understand Winter's POV  but the spirit or intent seems clear that FA's that are not awarded 2-way contracts go straight to main roster. (Otherwise we'd all be bidding heavy to stuff our minors.)

Can you point out some examples of other who have done this? If so, I'll allow it and we'll close the loophole since I agree that this wasn't something that was intentionally made by the rules and more of an overlook. I don't want to screw you out of a player if it's been done before.

If you don't point out examples, you have plenty of cap space and goalie spots, you can sign him to a major roster spot and send him down during the waiver free period on January 2nd.
