Now that this has been opened up (franchises changing cities) I think there should be some regulation. Something similar to the requirements on changing ownership of franchises. That, coupled with a couple of other restrictions. Off the cuff I'd say:

1) Have to have been a full-time GM in Backyard for a minimum of 1 year.

2) A GM may not change cities more than once.

3) Something to the effect that certain iconic franchises will always exist.                   The list is debatable but some franchises should be eternal.

4) Changes will only occur during a re-alignment year (even calendar years?)

5) All changes are subject to discussion and ultimately Commissioner approval.

#3 and #4 I don't feel really strong about, but all the ideas are good for me.

Teams have one more week to possibly relocate. Then we will realign for hopefully the last time for awhile I am hoping to have this all done before the draft!
