Ya understood, I guess the bonus thing would work then. So a player could still then be sent down to the minors but then after the 0.2m mark that would be the bonus applied to the salary cap. What about in the case of sending down prospects that were originally drafted by that team, do they include the bonus?

No players would be allowed to be sent down to the minors.  We don't have minor league stats, so the only purpose of the MiLR is to allow that place for draft picks to develop.  Any player signed as a free agent would not be eligible for the MiLR.  Furthermore, no players on the Major league roster would be eligible.  If I sign a free agent as a prospect, their bonus would be frontloaded and then removed from my cap next year.  Then their contract would return to the 200k cap hit.

However, one time change, I would allow teams to send down guys to fill up their MiLR.  The players would have to be originally drafted by the In-Real-Life (IRL) team.  As the Bruins I'd be eligible (one time) to send anybody (or two or three players) who was drafted by Boston, on my major league roster already, who has not played 40+ games, to the MiLR.  This allowed transaction would have to be completed in 2 weeks.  After that point, only players drafted (through our draft) would be allowed on MiLR. 

I'd also allow a team like yours, Drew, (MIN), to attempt to sign their own spects and then transfer them using this one time transfer.  All transactions, bidding for the player, and the move to the MiLR, would need to  be completed before the date set.

So basically it would be a one time ("no cost" per say) because you could sign them then send down to minors. I think if this is the case we would have to up our draft picks maybe. I don't know how quick MiLR would start to be unused? So there is bidding right now on Khudobin (a prospect in my system) so I could over bid to put this player in my MiLR.  Or could we just make the statement that any prospects in the real-life system can be picked up and posted in the transaction hub for a 2 week period to fill the MiLR then after that implement this rule?

I would require teams to in fact pay in accordance with cap rules.  No free bee-s....That's not NHL.  You have to remember, teams were free to establish rosters with prospects at the beginning of league creation. 

This rule needs to be in place, either way, because the minor league is currently a revolving door.  I think allowing this one time exception as is, would be helpful but not necessary to begin with.

This league is in transition during the first year.  Members need to understand that changes might occur to better the league.  It needs to be that we get the system resolved for the next season so change isn't a constant occurrence.  I also realize that, teams like yours, have traded many prospects away; but you're reward was the successful trade.  You shouldn't reap extra bonuses from that by being allowed to restock the farm.

Now if you are willing to take cap hits (bonuses and contracts) it will allow you a benefit from the rule change; while closing the revolving door.

I agree to some extent, but what about players who are available and have never played a game in the NHL yet but are unowned. For example players playing in the WHL/OHL (Junior leagues) who will not be available to even play a game this year unless there is an emergency call up (which rarely happens). And just wondering but how are people saving cap space because any player making 1m+ has probably exceeded 40 games and therefore not be in the minors anyway. Not a confirmation until further discussion. let me know

We already have eligibility rules for the MiLR, right?  Just add a rule that any salary of a player on the MiLR over $500k counts against the cap.

These are the changes:

Only Draftees are eligible for the MiLR
Draft will last 4 rounds
Once a player comes off of the MiLR they are no longer eligible to return to the MiLR
