Per hockeyfreak47's PM to me over the weekend, he noticed this is a 2013 draftee so he isn't eligible for FA until after the 2013 Franchise NHL has been completed and only if this player isn't drafted by an FNHL team.

Player returned to 2013 FNHL Entry Draftee pool as he was NHL drafted 2013: 7/190.

this requires a subjective ruling.
in this case, if Kichton had not re-entered the 2013 draft and been drafted anew by the NHL's :WIN: we probably would've treated him as a Free Agent.

no prob.  Was just throwing it out there to muddy the waters and make it a precedent. 

he was a long shot anyways.  I am sure there is a reason he fell to 7th round.
