The previous situations with the Royals and Angels were different from each other and different from the latest Royals episode. Just trying to determine why this rule was not followed in this case. Since this rule isn't followed everytime it must be more of a guideline that the commish can choose to follow or not follow depending on the circumstance. Seems the answer to my question was C. Special Circumstances. To me rules that are made should be followed at all times. If you break them for special circumstances once it is a slippery slope that can cause problems down the road.
