Nieves can't be offered a minor league deal since he already has six years of service time.  FYI

Not sure what the rule is, but I would just be offering him a minor league deal for a season. I obviously would not expect the deal to last longer than the 2014 season.

Any player with six years service time would have to be offered at least the MLB minimum which is $400k.

He can be signed to minor league deal but only after if he goes unsigned this week.  The contract would start at $50k.

Minor League Free Agents
The following types of players are considered minor league free agents:
- Minor leaguers who are released by their teams
- Major League free agents who are not tendered a contract by any team in this league in the Major League free agency period
For minor league free agents, offers are made for the rights to the player if they have less than six years of MLB service time. Bids start at $50,000 and must be in increments of $50,000. This is a one-time payment to secure the rights to the player until he is eligible for Major League free agency. If signed during the season, the fee is taken from that year’s salary cap. If signed during the off-season, the fee is taken from the upcoming season’s salary cap.
Note
Once a player with less than six years of MLB service time is signed to a minor league contract, he is treated just like any other minor leaguer.
Minor league players who already have six or more years of MLB service time receive the same type of contracts as Major League players, but offers start at $50,000 and are in increments of $50,000. They can only be offered one year contracts.

These rules really don't make any sense whatsoever.  The minimum contract is $400k.  You can't offer a one year $50k contract.

The major league free agency period ends after the world series so that makes no sense either.

The offer would not be for a major league deal. For example, I could offer a $50k minor league deal to Nieves. He would make $50 for the year but would not be on the Major League or 40 man roster. If at some point during the season, I choose to place him on the 40 man roster, he would then make $400k for the season. Regardless, he would become a FA at the end of the 2014 season.
