I agree with the max of two years and that it is only allowed in the last year.

There seems to be two things here, timing of the extension under CV, and the length of the extension

Timing: I vote last year only. Realistically, if you are a player, why would you sign a new contract coming after a down year if you existing still has not expired?

Length: I am for the stipulation where the total length of existing contract and the new contract is less than or equal to current contract length restrictions, e.g, 5years for extensions that are more than 10M, 4 years for extensions greater than 5.5M but less than 10M.

i would also like to call #6 the adam dunn rule and #3 the ryan braun rule. Seems the best examples of what we are trying to emulate.

The commissioner is hoping to keep the MLBPA out of this.  I agree with you Dan, but thought last year for all extensions to keep it simple.

Just so we are on the same page, #3 applies to regular extension on all players. You could still sign a player to a rookie extension in any year of a contract. So #3 is not really the Ryan Braun rule (unless refering to the KC pichter). Agreed?

Oh, I thought you were referring to his initial 8yr/45M deal. Braun got a significant raise in his new deal.

I am ok with extending during any year of the contract as long as the extension > current contract. But if extension < current contract, then it should occur only in the last year.

I'm with Colby on this one - let's keep it simple.  Either extensions can be given in any year and the total can be no longer than our existing total length requirements, or they can only be given in the last year of a contract and the new extension follows the total (so you essentially add the current year for free). 

I think we keep it the same whether it's more or less than the current salary, and whether or not it's a prospect extension.  Having variations might add some realism, but also adds complexity and opens us up to more confusion and future criticism (needing to revise again).

EDIT:  Of course, as soon as I say this I am the one who proposed an exception of 2 years max for less than current salary (and I am still in favor of that).  I guess I meant the above with respect to the timing of extensions.
