Rule Discussion - Sending a Player to the Minors
« on: May 02, 2012, 01:09:04 PM »
Rules/Waivers/1st Paragraph
Stipulation: Only players in the last year of their contract can be sent down to the minors.
______________

I'd like to discuss the possibility of lifting this restriction. Reasoning as follows:

- The NHL makes no such stipulation. ex. Wade Redden
- GM's that made poor decisions at the entry draft are still handcuffed by too many large contracts. ex. Dallas
- The cap number for the minor league roster provides a means to limit over-use.
______________

There's another way to limit over-use of Waivers that is currently used by the NHL. The requirement to pay half a players salary if they are claimed by another team upon recall from the minors. I believe this amendment would:

- Tie in with Drew's proposal to find a way to free up players like Timmonen and Phaneuf.
- Provide a further breaking mechanism on using Waivers.

Please discuss.

We already use the call up waiver rule you proposed. But the reason we limited the waivers to players on the last year of their contract is because the cap space for minors was too high. If we lower the limit to 15 permintely for the remainder of this league's existence, than I do not see why we cannot lift this restriction.

We had this before as you could waive any player at any time. Even at 15m cap in the minors, we could have a team with two high salary players in the minors. We found that there was too much burying of bad contracts in the minors so this is now being made so you can only do it in the last year to prevent the big names from sitting in the minors for too long. If GMs really made a bad contract they can always buy the player out.
For example you said Redden and how he was buried in the minors. His cap hit is 6.5m until 2013-14. At  our buyout value it would be 4.3m which is a savings of 2.2m which could get you a decent replacement for Redden but that is your fault for signing Redden to a huge contract. We could see something with Lidstrom getting signed to a 4 year contract and then being waived, although we do have a rule against that as well that if a player retires they must have they contract paid out 50% of remaining contract.

My feeling is that it didn't work last time around and things seem to be working this time around, so I don't feel there is a need for a change yet, other than GMs wanting to burying contracts in the minors.

Didn't mean to be re-inventing the wheel. Buy-out is indeed a workable option. Thanks.
