We had this before as you could waive any player at any time. Even at 15m cap in the minors, we could have a team with two high salary players in the minors. We found that there was too much burying of bad contracts in the minors so this is now being made so you can only do it in the last year to prevent the big names from sitting in the minors for too long. If GMs really made a bad contract they can always buy the player out. For example you said Redden and how he was buried in the minors. His cap hit is 6.5m until 2013-14. At our buyout value it would be 4.3m which is a savings of 2.2m which could get you a decent replacement for Redden but that is your fault for signing Redden to a huge contract. We could see something with Lidstrom getting signed to a 4 year contract and then being waived, although we do have a rule against that as well that if a player retires they must have they contract paid out 50% of remaining contract. My feeling is that it didn't work last time around and things seem to be working this time around, so I don't feel there is a need for a change yet, other than GMs wanting to burying contracts in the minors.
