Supplemental draft picks can be exchanged but only for drafts up to 2 years from the current season.  Fantrax only include picks up to 2 years from the current season - so if you see the picks on Fantrax, they're tradeable.  If they're not on Fantrax, they're not tradeable.

Yea we previously kept to the rule that Shooter cited but ever since we adopted Fantrax for these functions - those picks are available to trade as soon as Fantrax makes them available.  Which is as soon as the league is rolled up to the new year.  Good trade.
