I believe minor leaguers have no salary, there is only a one time fee for any free agents signed.
I took this from the constitution:
For minor league free agents, offers are made for the rights to the player if they have less than
six years of MLB service time. Bids start at $50,000 and must be in increments of $50,000. This
is a one-time payment to secure the rights to the player until he is eligible for Major League free
agency. If signed during the season, the fee is taken from that year’s salary cap. If signed during
the off-season, the fee is taken from the upcoming season’s salary cap.
The only minor's salary that hits our cap is any winning bid on a minor league free agent.
I don't believe there is any cap hit for players we draft.
Players don't hit our cap until we place them on our 40-man
