Ibanez became eligible to sign at the same as Moncada and Oliveras and was eligible to sign during last IFA period.

So are we able to sign any IFA even if they haven't signed? as long as they are eligible?

I don't think it's allowed in the rules based on this statement:
"All signings will begin in July and any player signed from July of one year until June of the next year will be eligible to be signed as soon as they sign with an MLB organization." 

I think the confusion with Ibanez happened when there were so many rumors saying he was about to sign with a team, but it just never happened.

The trio of Cubans was a complicated eligibility case.  I made the call when they were declared eligible to open the bidding on them.  The Cuban situation has cleared up somewhat since then.   Jesse Sanchez from MLB.com and Kiley McDaniel at fangraphs are the sources I use for eligibility.

It's really case by case with them.  They fall under different rules with MLB depending on how long they played in the Cuban league. There is one guy who is over 23 but didn't play long enough in the Cuban league to be declared a regular free agent and is subject to IFA.
