Any thoughts on a franchise player tag (one per team)?  Salary doesn't impact cap, and can't be traded while tagged, can only be untagged in the off season kinda deal.

Existing rule: You have until Feb 28th to re-sign all contracts that expire this year.  If you don't re-sign by the 28th, you can still keep the player through the end of the season, but he becomes a free agent no matter what at season's end.

Assuming that is accurate..

Proposed rule change: I'd like to propose that we move the re-signing deadline to somewhere during the off season for next year.  After the season ends, but before the draft would seem to be a good place to put the potential new deadline.

Any thoughts of having a 2 way contract for the prospects in the Minor roster, as it would protect the teams drafted prospects. As such the prospects wouldn't have to go through re-entry waivers

The prospects would have played under 40 games in the NHL to be eligible for the 2 way contract. After the prospect reached the minimum games (40) then the prospect would then be susceptible or reentry waivers

If already in place please disregard.

As for prospects reaching the 40 game limit is reached when being moved from the minors to the majors, will that prospect go through reentry waivers

The 28th deadline is set for this season, as we all know who is going into free agency on our respective teams. For next season we could (that be starting September 2011) we could implement 2 extension periods (1 week in February and 1 week before the draft). Thoughts?

Sorry I am gonna have to veto this one as it wouldn't be a true replication of the NHL as they currently do not have players would do not count towards salary or franchise tags

I think this would end up being to much work, sending and recalling prospects as prospects like Hall or Stamkos in their first year will always be wanted on your current team (major league). Will give this some thought and see how it could be worked in. What about no cost to bring up a player up under 40 games but if they want to be sent down then they enter re-entry waivers.

That sounds good to me. I hadn't though about separating into two windows and I like the idea.  It generates even more activity around the draft with the cap etc.

I would like to maybe see a player's salary that gets moved to the IR not count against your cap for that duration.

So if for example Streit jacked up his shoulder at the beginning of next season instead of this current season I could put him on the IR, his $3mil+ salary would not count against me and I could use that to sign a replacement player for the interim.

At whatever point I need to reactivate him I would then either have to deal with the roster limit if the new addition and the returning player kept me under the cap, or the cap itself and have to buy-out, waive, or send down a player accordingly.

I don't think IR would just come in to play when the FA pool is deep.  I've seen GMs trade up (2 for 1, 3 for 2) and increase their salary accordingly to cover for long term IR folks.  Crosby, Malkin, McDonald, Zidlicky and Dubinsky all saw replacements through trades when they were out in another league I'm in.

I would think we're wanting to test our GM skills here rather than our luck.. and any tools we can have available to do that should be seriously considered in my opinion.
