Small Rule Change

Cap increase for each season will be a 4% increase instead of a 8% increase. We seen what happened last season with a 8% increase and the massive over-spending in free agency. I hope that doesn't happen again and with a 4% that is only a 2m cap increase instead of a 5m increase.

Salary Cap
The Salary will be a flat hard cap.  It will mock the NHL with an 4% 8% increase:
-- The Upper Limit:  $69,200,000
-- The Lower Limit:  $52,200,000

2 questions:

1) so is this salary cap rule + 4% increase official?

that means the 2012-13 caps values would be...
Ceiling = $72,000,000
Floor = $54,300,000

2) what are the penalties for exceeding the max. or not reaching the cap floor during the season?  note: this was never established during the 2 previous yrs FNHL has been running.

as joeshmoe mentioned, the penalties should be severe given this is a salary based league.

suggestions:
loss of draft pick(s)
loss of a RW,
loss of MiLR player
EC or RC to decide penalty case-by-case
5% cap value added for going over max.
5% cap value deducted for not meeting min.
etc.

Yes 4% increase is official, it was originally 8% but that exponential equalled too much of an increase going forward.

I believe loss of draft picks would be the best way to go for going over or not meeting floor. Something like:
Once - loss of fourth round pick
Twice - loss of third round pick
Thrice - loss of second round pick
Fourth - loss of first round pick
Further violations are means for dismisal or removal of future first round picks.
? Something like that.

in thinking about loss of draft picks, the concern there would be the punishment is down the road... it should be more immediate when you think about it.

if a GM doesn't respect the cap in a cap league, then they're probably not sticking around long-term ... so taking away draft picks would penalize the next GM taking over the team.

maybe just a rule to give the GM 72hrs to fix once flagged. that would be immediate.

I think the best way to do it would be for a team to forfeit any weekly matchup while over the cap... this way you're note punishing the next GM.

Or you could give the GM a cap penalty for the next season, but if there is a GM swap, it would be wiped away.
