Tillman is not eligible for revocable waivers as he's not on the 40 man roster.  You can waive him or trade him but you can't put him on revocable waivers.

Cain has passed through waivers and is eligible to be traded.

To avoid confusion please create another thread if you wish to promote Tillman to 40man and then a second to put him on waivers. However, because he is not on 40man you can trade Tillman to whoever you want now so that may be an easier way than going through all that trouble.
