WAR will have a Hall of Fame thread.
Hall of famers will have HOF added to the WAR profile link as well as have his Profsl screen name retired and listed with honors on the HOF thread. Requirements: Auto Induction Win any League Championship (World WARs) 4 straight years in Playoffs 7 total years of WAR as GM Meeting any of these accomplishments will enshrine the GM as a WAR hero and Legend. 1234

WAR has a set salary cap maximum for every team. It is a hard cap and it is the same for each team.
Some teams will inherit initial rosters exceeding league cap guidelines. These teams will have players who will have a portion of his salary be exempt. The number of exempt players as well as what portion of the salary is exempt will depend on how much money needs deferred in order to become cap compliant. Therefore the players and amounts are not pre determined and can vary not only year to year but week to week depending on trades. Exempt players will be highlighted in red on the spreadsheet. This exempt status is only for the original team. Should an exempt player be traded his salary will kick in full on the receiving teams payroll. Should an exempt player be released he will be treated like any other player release. Contract cap penalties apply in full. Buyout options work the same as a normal buyout and apply in full. A player may be exempt for as long as it takes the team to become cap compliant. Teams operating with exempt players MAY NOT BID MLB CONTRACTS FOR FREE AGENTS. However they may bid on prospects with all prospect rules applicable. Any team no matter cap status may bid on prospects. Teams over the cap will be allowed unlimited free drops until cap compliant. Once compliant exempt contracts are voided to regular status. IE. Team A has a payroll of $200m ($50m over cap) they can drop players without penalty until at or under $150m. As long as Team A's cap is above league cap, any originally inherited player can be exempt to be cap compliant. Once under league cap exempt no longer applies. This is a first year GM option no matter the season. Any first year GM in WAR will be allowed 1 free drop after assuming ownership of a team
Each GM will post his or her "Free Drop" player on the transaction board. This is not mandatory but only allowed year 1 as a first transaction. The player dropped will become a FA. The dropping team will have the entire contract wiped off the books at no penalty. Free dropped players may be traded retroactively prior to FA if the team can find someone to assume the contract. Only the initial first year teams over the cap will be allowed unlimited free drops until cap compliant. Once compliant exempt contracts are voided to regular status. IE. Team A has a payroll of $200m ($50m over cap) they can drop players without penalty until at or under $150m. As long as Team A's cap is above league cap, any originally inherited player can be exempt to be cap compliant. Once under league cap exempt no longer applies. The exemption rule is afforded as a courtesy to first year GM's inheriting teams the initial year that are over the cap. This rule will not apply beyond the first year. 1236

Trades
League has a trade deadline that corresponds with MLB. Trades MUST BE POSTED prior to the MLB trade deadline. This is a hard deadline and is always lockstep with the actual MLB trade deadline. Trades reopen in the offseason following the WAR WS. Cash exchanges are allowed to be made within deals as long as it does not exceed annual salary in the given year of traded contract. Cash exchanges must follow a given player in a trade at all times. Signing bonuses, however, stay on the books of the franchise that signed such a prospect. Money can be exhanged during a trade but only for the trade year, no future monies can be paid on a contract. (example : If you trade for a player making $20m for 3 years, you can only circumvent the cap by having money paid the first year. Years 2, 3, it will be up to you to fit that player under the league cap.) Once a player is signed he is immediately considered property of the signing team and may be traded at any time. There is no TC panel. The league is subject to OPEN LEAGUE VOTES. If 10% of the league (3 owners) vote to a deal the trading GMs may rework the trade or they can appeal. Such an appeal would need posted by both GMs (or 3 in a 3 way) as to what the grievance is. Why is the veto unjust? Posted on the transaction page for commissioner review. The commissioner is unlikely to overturn league vote but this will close a loophole to any possible collusion standing in the way of fair trading. Again it takes 3 vetoes to kill a deal within 48 hours of confirmation of that deal. All trades are passed at the 48th hour of confirmation if not vetoed no matter the number of approvals. Even if there are no approvals the trade becomes final unless vetoed. Comments are welcomed when approving a trade but MANDATORY when a trade is vetoed. Draft picks may not be traded However a drafted player like all players may be traded immediately. No trade may cause a team to exceed the salary cap in the current season. The salary cap may be exceeded in future seasons allowing the GM to make future moves to become cap compliant. The 48 hour wait is mandatory before processing. No trade even in the off-season will be fantraxed prior to 48 hours. In the event of a 3 way trade then it is 48 hours after the last confirmation before it is legal. All 3 teams must trade and receive trade assets in the deal. 1238

- High Bid must be held for 48 hours on MLB contract bids to be considered final.
- High Bid must be held for 24 hours on PC contract bids to be considered final. There is no limit on an MLB player contract bid however all bids over $50m must be out bid by at least $1m to be valid. There is no limit on the amount of open bids a GM can have at one time as long as they have the cap space to accommodate each open bid. Minimum raise on any bid under $50m is 200k The highest bid on a PC contract is PC+$10m bonus pool money There is no limit to the amount of PC bids a GM can have open. Teams can bid PC regardless of cap situation. (I.E. Team A is maxed out on cap but can post 20 PC bids if Team A wants at one time) Teams can bid PC at any time. - Upon winning the bid your player will be stickied where you will enter in the contract for Mlb bids or minors/majors for PC bids. - There is no bid limit on the amount of players you can bid on as long as you possess the cap space for each bid if won. (I.E. if Team A has $1m cap space they cannot have 3 bids posted of $500k) You must have the cap space currently for each MLB bid. (No cap space needed for PC bids) - No team may go over the cap in bidding... you MUST ALREADY have the cap space needed to make your bids. This is in place so teams can not raise prices, when they themselves can not currently afford the player * As a courtesy to us, if you see an illegal bid please do not respond to it. For a player to qualify at certain position, the player must have played 20 games at the position in prior season or current season to qualify. Any player not qualifying at a position, will be reverted to there natural position.
For a Pitcher to be listed as a Starting Pitcher, the player must have started 10 games in the previous season or 5 games in the current season. Relievers are the same. 10 for previous or 5 current. ** Minor league games for both hitters and pitchers count toward this. 1240

Basic Requirements
You must be an active member of ProFSL. Franchise Name Your franchise name is tied to the actual MLB franchise, using their AAA affiliate. If the team name changes, or the franchise moves to a different city, your team name must adapt. Roster Size Your MLB roster can be no more than 40 active players. Your minor league roster can be no more than 80. Original Rosters (2019) Original rosters reflect players that the franchise has as of April1st, 2019. Any minor league players not inherited or requested will be considered free agents. Owners rosters are determined by team rosters as of 7/1/19 actual MLB rosters with all contracts grandfathered as is into WAR. 2019 contracts are listed and the season is scheduled to start 2020. The offseason will allow for players on expiring 2019 deals to be resigned and retained by that players team. Players must either be on record as making his MLB debut (example "Joe Smith will be called up on Wednesday to make his first MLB start" he may then be called up immediately to not miss his debut) or have played in at least 1 MLB game to be eligible for active 40 man roster. Prospects Teams will have its Top 50 prospects posted and listed on rosters. Because top 50 specs may also occupy 40 man roster spots teams can elect to Max out initial rosters at 90 players by adding any minor league player not on the top 50 list. Each team can elect to fill it's roster to an initial 90 player Max by adding prospects and teams may elect to swap prospects off the top 50 for specs who are not top 50. All posts should be made on the transactions page. League Site The league will be on the Fantrax scoring system. Roster Positions C (1) CI (2) MI (2) OF (3) UT (1) SP (5) RP (6) It is mandatory to have 20 active players in the lineup. This means 20 players with MLB experience (or making a debut) must be rostered at all times for each position of scoring. No player may be rostered on the 40 man active roster without Mlb experience (unless making his debut and this must be posted on the transaction page prior to call up with a link to any article by a reporting publication) Lineups The lineups can be set daily. The scoring period is weekly. There is no maximum IPs or starts for pitching. There is a minimum of 35 innings pitched per week for % categories. There are no batting maximums but a minimum of 90 ABs for hitting % categories is enforced. Regular Season Tiebreakers If two or more teams in a division are tied for a playoff spot then the order of tiebreakers is determined by: 1) Head to head record 2) Divisional record 3) Fantasy points scored Two or more teams not in the same division that are tied for a playoff spot use fantasy points scored as the sole tiebreaker.
