Rosters lock when the playoffs begin.  That's the deadline for buyouts where money is paid this year.

Our playoffs start March 7th I believe and that is when rosters lock.  If an NHL player gets to 40 games on March 6th or just someone starts a bid that night, is that player eligible for the playoffs or are they locked out?

That player would be eligible. As long as bidding starts before the deadline

That player would need to reach the 40gp before the bid is started though , If I understand it correctly.

Domingue won't be able to help any playoff teams this year!  It would have been fun to see the bidding if he did hit 40 gp before Sunday night...

I assume we don't have the amazing rule the NHL does where you can bring a guy off of IR in the playoffs with no cap hit.  Can I drop people to get O'Reilly off of IR?  He came back 2 weeks early from a his bum foot.

No, we don't have that rule.  But yes, you can make drops to maneuver cap space for O'Reilly's return.
