The rule says the player has to go through waivers to be sent down.

A team that wishes to remove a player from the 40-man roster and place him in the minor league system first needs to place him on irrevocable outright waivers. The team may not pull him back if another team claims the player. Other organizations have 48 hours to make a claim.  If the organization does not specify the type of waivers, this is the default.

I don't know why people have been have been posting moves that don't need to be moved. :TOR: cannot have moved a player to their minor leagues without passing them through waivers. There was really no reason to do anything but move him to the bench.

The rules are as :MIN: posted.

I did message :TOR: to try and clarify as soon as this post went live and never heard back, could have made the fix if I had gotten a response but the waivers ran their course so there are no changes that can be made.
