The waiver claim cannot be cancelled.  If a trade is not completed and the waiving team does not cancel the waiver during the second 72 hour period they forfeit the player with NO compensation:

4) A decision on the player must be made within 72 hours of the claim.  If, within such a time frame, an agreement wasn't posted by both parties NOR was the waive canceled by the waiving team, then the player's contract is considered to moved to the claiming team in exchange for nothing.

Part 4 is functionally correct in that the team that wins the claim would be on the hook for the entire salary of the player if team that placed the player on waivers chooses to walk away from the player w/o any compensation, but it should NOT refer to the first 72-hour window, but rather it covers the entire 144-hour process,  My interpretation is that the team placing the player on waivers drives the bus all the way through this process.  In other words, the team that places the player on waivers can cancel the waiver at ANY time throughout the process.  That seems to be the only reasonable way to allow all the teams the 72 hours initially to make a claim, and also allow the team that has won the claim to negotiate a trade.  Basically, the team placing the player on waivers can call the shots and either accept or turn down the trade in the second 72 hour window.  I believe that this is consistent with the rules in real life.  The important element that should not be forgotten is that teams making waiver claims ARE on the hook for the ENTIRE contract of the player they claim if the other team wishes to not negotiate a trade, so be CAREFUL when making a waiver claim.  This process is not a true two-way street.

Roys interpretation is correct.  Essentially, it is this...

First 72 hours is used to determine the team that wins the waiver claim OR if the player is allowed to be traded to anyone (no claim).

Second 72 hours is a strict window in which the two teams must agree to a trade of players that went through waivers.  If no trade is posted, then there are two options for the waiving team - they can cancel their waiver, or allow it to expire which means the waived player will transfer to the other team 100%.
