Following Jake's question on the main board, are we allowing negotiations without the waiver process being determined first?  My understanding of MLB is that claims are meant to be silent and that no negotiations can happen until the winning claim is determined... is this not implied in our rules?

To assume that teams don't discuss players prior to putting them on waivers in my mind is a bit naive, these guys know every angle before they pull the trigger. The thing about waivers is to have one of my competitors try and not let Arod come to me, if I chose to claim him.

Whether or not teams break the rules or if we can enforce them is one thing, but that doesn't mean we can't give it a shot.  Does anyone know for sure whether or not negotiations are 'legal' in MLB before the claim has been awarded?  Or is it 'tampering', where everyone knows some teams do it but it's definitely illegal and most teams abide?

If you have a particular team you want to make a deal with, you let them know when you are going to put a player through waivers and they put in a claim, hoping the player gets to them.
