How did our league International signing money get to be so far out of whack with MLB? 

Here's the actual MLB money per team this year. I realize trades have been made, but the totals aren't even close. Since International money is only good for one year, how can we have such huge discrepancies in the totals for each team compared to MLB teams?

I haven't seen any "formula" posted within the league rules that explain any difference in coming up with the amount of funds available to spend on international prospects from what MLB uses.

How did we end up with so much more money than what's available for MLB teams?

There was no international signing period last season.  Current totals reflect money from the 13-14 and 14-15 period.

But league rules state there is no carry-over from year to year. If you don't use it in the current year. you lose it.

Correct, going forward that's how it will be. No players from last years signing period have been allowed to sign, so this year will be supersized.

As long as you have assets, you can mold your build how you want. Picks are usually the most valuable asset because most gms want in on a draft.
