The 60% discount is only for Prospect Contracts. Another stipulation for Prospect Contracts is that they must be a 5 year duration.
I have no idea why you are using 40 and 59% discounts but Pasquantino's contract would be  $4.5M(2030)($7m x .60=$4.2 rounded up to $4.5) OR $7m for 2,3 or 4 years
