$4.0m + $2.5m + $1.5m X 1.1% = $9.0m (Contract Buyout Amount)
$9.0m - $5.5m (2017 Contract) = $3.5m  (Amount to be deducted from available cap)
Contract Buyout Amount = $9.0m
