OLD RULE: Rookie roster didn't allow more than 8 players over the age of 20.

NEW RULE: No more than 15 players over the age of 20.


That's an additional 7 players per rookie team (many rosters have multiple rookie teams) who can be college draftees. This should be enough. Will take effect for 2013.
