so people cant keep there player from FA until most people have spent their cap and filled there roster spaces and then not sign them, send them to FA and have a better chance of resigning them cheaper in FA because of less competition

I don't see that as an issue.  First off - the player is going to be signed to a contract, they won't be an RFA.  So dropping them to FA will cost the team 66% of the contract.  They'd then need to bid on the player and risk losing. And hope they win at less than 33% of the original contract - else they'll end up spending more.

I think he was thinking a team could keep a player as an RFA or have rights to a player with no contract after Free agency starts and then "release" the player once other teams don't have any money.

Basically what you are proposing is that once a season ends any player with a contract that is ending becomes an RFA. RFA's need to be resigned by the extension deadline before the draft. After that point we would still allow players with existing contracts to be signed to extensions (Contract extensions at least the same as existing contract value) up to the start of the new season.

I'm fine with allowing players with existing contracts to be extended for the entire length of the offseason.

Precisely.  I'm sorry I didn't word this as succinctly and neglected to mention the RFA portion in my original post. 

We'd effectively have 2 extension deadlines.  RFA extension deadline as normal (end of June), after which, teams can still renew existing contracts up until the season starts.

Exactly - sorry for the confusion.  You won't have the option to keep unsigned players beyond the original deadline (June).  So we're only talking about players under contract being re-signed early.
