You certainly could sign him to a 4 year deal - $7.0m (2021) - if that’s what you want, but I suspect you probably want something else.  In FGM, we use the following scale for our contracts:

<= $1m, 2 years
$1.5m - $5m, 3 years
$5.5m - $10m, 4 years
> $10m, 5 years (the overall limit)

With a winning bid of $7.0m, the most cost effective contract would be a 3 year deal: $2.5m (2020) - which would increase the overall contract amount to $7.5m.

Or you could also opt for a 2 year deal: $3.5m (2019)
