Amendment to Free Agent Signing Procedure- RA Members Only

We recently had a free agent left undeclared for an excessive amount of time. A league-wide vote was taken and the player was awarded to the 2nd highest bidder.
Now that the precedent has been set and to eliminate future questions I would like to write this into the rules as procedure. Since free agency in virtually over this would become affective immediately.
Voting will be allowed for 7 days.
Please read and vote yes or no:

"Upon the expiration of the 72 hr. clock the winning bid will be modified to show the winning team and "Stickied" on the board. It is the responsibility of the GM to declare the contract terms within 48 hrs.
If, after 48 hrs have expired, terms are not posted, the 2nd highest bidder has the OPTION to petition the league for the rights of the player. Should that option be declined, the player will be returned to the free agent pool."

Good for clarification. Not a giant impact on the league. It is only missing A provision on penalties for an offender. No penalties?

Since this happens so infrequently I don't think we need a penalty at this time.
If we see a uptick we can certainly revisit.
