Is this a release or an outright off the 40man?  Constitution states if unspecified then its an outright release.

I still don't understand the verbology used in the Constitution.  Just by reading the constitution here:

Waivers

Unconditional Release Waivers

If a player is placed on Unconditional Release Waivers, any other organization may choose to claim him. If claimed, the new team will inherit the player’s contract in its entirety. If no team claims him, he will become a free agent and the remainder of the contract will be paid in full by the waiving organization. Other organizations have 48 hours to make a claim.

Irrevocable Outright Waivers

A team that wishes to remove a player from the 40-man roster and place him in the minor league system first needs to place him on irrevocable outright waivers. The team may not pull him back if another team claims the player. Other organizations have 48 hours to make a claim.

If the organization does not specify the type of waivers, this is the default.

Waivers Priority Order

The order in which organization may claim players off waivers is by winning percentage, beginning with the lowest. Waivers during the off-season will use the previous season’s winning percentage. The order rotates if an organization makes a waiver claim in the offseason, during the season it is always based upon winning percentage.

Revocable Major League Waivers

Teams may place player onto Revocable Major League Waivers from August 1st to the 31st. If a player isn’t claimed, his club may trade him to any club they would like for the rest of the regular season.

Wouldn't you always want to use 'Unconditional Release Waivers' so that if someone else claims him they pay for his contract? 

In this example, I'm flat out removing him from the organization, not attempting to designate him for assignment in the minors so I believe it should be "Unconditional Release Waivers".

Are there any more intricacies about this that we should know about (for those of us that are new to it)?  I guerss confusion comes when you ask if this is an 'Outright Release'.  There's the word 'Outright' in one and 'Release' in another.
