When bidding PC, a PC holds a $0.3m value. So if you bid PC + $14m, the total contract is $14.3m.

I didn’t bid PC+ though. I bid 14M. Which means the total of my purchase is 14M not 14.3 correct?  I shouldn’t be charged .3 to make a PC bid. Or I would have bid PC+14M.

From the FA Rules:
When bidding PC, a PC holds a $0.3m value. So if you bid PC + $1m, the total contract is $1.3m. A MLB contract bid will not automatically beat a PC unless the total value is more.

Neither of us bid with: PC + bonus. 
(ie. PC + $10m  ... in which case this bid would be $10.3m)


Our total bids for our respective FA's were the total amount, so come signing time, a $10m total bid would equate to PC + $9.7m for a total of $10m.

For clarification as written in league rules:

Since the bidding is done by total contract amount, a GM is not required to designate that the winning bid is a Prospect Contract + a Signing Bonus.  The GM posting the winning bid, retains the option of awarding a Prospect Contract + a Signing Bonus, if the player is eligible to receive a prospect contract (P-n/a) with total amount of winning bid being signing bonus or simply signing the player acquired to a regular contract.
