The Florida Marlins accept this deal.
We will receive a reliable closer and two young talents, including the AL ROY of 2009. We will also get two more first round draft picks and our financial situation will be more flexible.

The ONLY aspect of this trade that I question is the $7.5m cash. Can I get a ruling from an RC member as to it's validity?

I thought the rule was that that the team taking on net salary couldn't give out cash as well based on the posting in the RC section.  The Tigers took on $5.5 million in salary and reimbursed the Marlins another $10.5 million in cash for draft picks and Francisco.  The Tigers net salary commitments increased $16 million for 2010 in this deal while the Marlins went down $5.5 million.

you are allowed to give  what it cost to sign the draft picks which was 7.5 for the draft slots of 3 pick and 9 pick in 1st round. and rest money was to offset the contract or fransisco

I interpreted the ruling to mean that the bonus to sign the picks was factored in to calculate net salary for the team receiving the picks.

Here's the was I see it:

Tigers took on Hanley's 11.5 mil

Marlins total salary received plus bonuses based on slotting was 13.5 mil

That means the Tigers could only give 2 mil yet they gave 10.5 mil.
