He started at texarkana and transfered, I didn't catch that he was listed under his old school

Yep, drafted and signed by the Blue Jays in the 3rd round, he's definitely eligible. Would have been a 1st rounder but had a SLAP tear of his labrum early this season. Good boom or bust pick, if he comes back from the injury he's a steal.

This is a great question, Kenny.  I was under the impression if they missed their time frame, it is a forfeited pick as well. Michael Fulmer should still be available then.

It's a little to harsh to expect to be able to enforce a 12-hour time limit starting at 10/11pm especially on a weekend. I know this format is tricky to do overall, but in theory someone could be asleep and never know that their turn has started and it could be over before they get up.
