Rules on salary cap grant only a 24-hour window to clear space after an FA signing, and zero tolerance for trades.

Penalties for not clearing roster space/cap for a final bid
Upon winning a bid that sets a team over the cap, the GM is granted 24 hours to post the transactions that will make the cap work (either a trade or releasing players).  If the transactions are not valid or not posted within 24 hours of the bids being finalized, that team no longer receives the player.  If this is a first time offense, the GM is given a warning.  For all subsequent offenses, the team is penalized a 10% cap penalty.

After such a failed bid, the player goes back to the bidding board, leaving off at the highest bid prior to the winning bid, and the 72 hour clock is restarted. The offending team can no longer bid on that player, even if they clear up the cap space to do so.

No exceptions are granted to teams that won the bid but had a trade fall through - if you're not certain you'll have room, make the trade first.  In other words, don't bid on a player you can't afford!  Note that this applies only to FA.  No trades can be completed that set a team over the cap - the trade must be re-worked.

Baltimore and Washington have 11 players on their EDR, roster size does not expand to 10 until the 2011 Entry Draft.
White Sox have 41 players on their roster.

Also, looks like SD has a roster from a different league accidentally posted.

White Sox have 41 players on their roster.

Also, looks like SD has a roster from a different league accidentally posted.

Tampa Bay should not be over the cap...my roster on the main page has not been updated, but I made (3) .5M cuts to address this a couple of weeks ago.

EDR changed to 15 players at the beginning of the 2011 season so I am not in violation correct?

EDR changed to 15 players at the beginning of the 2011 season so I am not in violation correct?

You are correct on the size, but you are still in violation since the only way to add players is via the Entry Draft.  All teams should have been at 10 or less going into the season and have had no opportunity to add to their EDR since.

You are correct on the size, but you are still in violation since the only way to add players is via the Entry Draft.  All teams should have been at 10 or less going into the season and have had no opportunity to add to their EDR since.

Got it.  I figured out how I had 11 on my EDR.  I traded for Zach Lee and he was put on my EDR instead of my 40 man roster.

I didn't even realize... plus this rule was put more into place so teams wouldn't abuse the free agency and trading process. There were several teams last year that were over the cap, and once they were made aware of it had ample time to reconfigure their roster. So this is not a rule that has been followed by punishment in the past. Since Colby is not around he cannot back me up on this, but if someone wants to search for it, it is in a post.

The rule states a warning for the first offense and I think that's fine.  I think if we were ever to enforce the 10% penalty, it should only be after owners have been explicitly notified and still not made room, and had previously been given a warning.  Was not trying to say you should be penalized here, just bringing it up since I came across it.

Ben, believe me I didn't think you were saying I should be penalized either, and did not take any umbrage to your posting. I just wanted to make GMs aware that yes, the rule is enforced, but, you do have ample time to adjust your roster. Sometimes, in this league, it is difficult to get things accomplished in 24 hours. For instance last year the Yankees were over the cap by 5 mil, when Jim was still running the show. He had to make a trade to rectify (haha - I'm a child) the situation, since he couldn't drop 10 guys (he could I guess, but it was asking a lot), we gave him enough time to sort out his roster issue via making a trade. Jim also had a lot of leeway since he was a very highly respected member of our community.
