Upon review yes. I thought that the 7m was a subtraction. It makes no sense to pay an extra 7m on a contract that you already have.

Wait I'm confused about this.  How does a player get owed more money than his contract?  I'd assume the money was a subtraction as well.

The positive cash exchange was included before trading $ was banned (another dumb rule IMO).

The ban on the trade of $. The more liquid the market, the better it is for everyone.
