Shooter will need to make that decision. In the past GMs have not been able to bid on a player after making an invalid bid on him.
The rule is pretty clear that you can't bid on players for a period of 30 days. The last legal bid that was unaffected by an invalid bid for the player was by Hank at $4m. Detroit wins McHugh for $4m.
The Rule talks about cap space but doesn't say anything about roster spots. With that said it has been sitting here for a couple of weeks with no action. This transaction will be voided and Collin McHugh will return to the FA wire.
