Why is a 20m bid a three year max contract? The rules say a bid greater than 10m is allowed a 5 year contract. How do you determine what the contract length can be?

<= $1m, 2 years $1.1m - $5.4m, 3 years $5.5m - $10m, 4 years > $10m, 5 years (the overall limit)
Correct me if I'm wrong, but bids are total salary, while the quoted minimums below are per year. So a 20M bid cannot be a 4 year contract as it would be 5M per year, which is below the minimum per year allowed for 4 years. It must be 3 years or fewer to have a per year bid above the minimum.
Is there a roster limit on free agency? I see one team currently has the winning bid on 16 players, lol. Do you have to have the roster space for all the players being won?

I was under the impression that Orlando had the option of claiming him as a player who had his draft rights retained. He was drafted in 2019, but not signed until a week or so ago. That sounds like a draft rights retained type of situation. Would Orlando be able to retain his rights (which I would recommend)?
