Can someone explain to me how the Sox can have a $1m bid on O'Day when they are over the cap and have exceeded the roster limit?

He had dropped 2 prospects that were missed on the PROFSL roster update.

Team can have a bid even if doesn't look like has money or room he ha 24 hours after bid to make moves to sign said player on that note 3 mil
