$3.6m being the amount, you must pay at least that much. Therefore, since we only use $500K increments the amount must be rounded up. I can't think of an instance here where you might round down.
Rounding $3.6m up to $4m would satisfy the portion of the rule concerning minimum amount of Prospect Extension.
