Ruling on McHugh

Any chance I could get a ruling on what will happen to him?  I think everyone forgot about him. May I propose that the player be assigned to me in June? In this way, I would lose a whole month of activity from the player due to my misunderstanding. As I present my case, I would like to highlight that I started the thread on him and actively bid on him all the time. It is very possible that if I did not actively lead his bid, I could had been able to make a late bid on him as  it was only a couple of days before the month was up. It was only my misunderstanding of the rule that has him frozen (I thought I could not sign him until a month had passed, not that I could not bid on him. Memory playing tricks on me and I sadly did not take the time to review the rule before posting). If not possible andI cannot get the player, it is still probably in the best interest of everyone to make a ruling. Thanks, and sorry for the trouble.
