Ohh.  I see what you are saying.  The reason why we are bidding lump sums is because these are minor league bound players and different bidding rules apply to minor league free agents.

I get where you're coming from, but it seems like an inefficient system to assume which players will be bound for the Minors and which ones will be in the Majors.  Cespedes, for example, would almost certainly head to AA if he joined the Cubs.  So how do you distinguish between he and Concepcion who could very well wind up hitting the Major Leagues around the same time?

I just want to hear from Kenny and make sure this is being done the correct way because from my reading of the rules, all of these players should be subject to standard bidding.

I believe there is a provision in the Constitution that addresses this.  It is under the Minor League Free Agent Section:

The following types of players are considered minor league free agents:
- minor leaguers who are released by their teams
- minor leaguers selected in the MLB Rule 4 Draft, but not in this league’s Amateur
Draft
- Major League free agents who are not tendered a contract by any team in this
league in the Major League free agency period
For minor league free agents, offers are made for the rights to the player if they have less than

So, if someone wants to offer a MLB contract on Jorge Soler, then the bidding becomes X yrs for $X, but until then, according to the above provision, they should be able to bid a minor league contract.

I believe this qualifies for players cut from a Major League team or in the Minors.  International players don't fall into either category.  That's why we had discussions about how Int'l players were to be handled on the main message board.  Specifically: http://www.profsl.com/smf/index.php?topic=44864.0

It looks like the final decision was that there was no way to distinguish between Major League IFA's and Prospect IFA's unless an independent decision was reached that I somehow missed.  It looks like they're all in the MLB FA pile.  Unless I'm misinterpreting things because of my abnormally small brain, which is entirely possible.

I'm pretty sure that every int'l free agent COULD get a one time fee prospect contract.

However, if I offer the guy 5 years at $5M, that's a total of $25M, meaning your one time fee would have to be over $25M.

Make sense?

Sorry I never saw this discussion earlier. I made a late decision/clarification stating that any major league contract offer will be accepted over any minor league offer.

Unless there are any objections (speak now if you do), Soler will go to the Cubs as a minor leaguer for a fee of $17M.
