I think that we should be able to have multiple people on IR, if they are injured for a long period of time why should teams be forced to keep them on their main roster just because we already have 1 player on IR. Some teams have 5 or so players injured on their team and if even 3 of them are going to be injured for long periods of time then that is going to severely hurt his chances of winning games.

Also I don't like that teams will have a special IR player, right now as it is teams are capped out and have 3-4 players in their minor league list with 2-3 years left on their contracts, players worth 5-6 mil just sitting there being bench warmers and used as tokens when trying to make trades. These should be the players you guys are bringing up, they aren't doing anyone any good down there right now and this would give teams reasons to have two-way players and players in the minors worth that much more. Even if you are afraid of them getting picked up off waivers how many teams are going to have 5-6 mil cap room to be picking up players left and right when teams are getting injured players. Even right now they are just your backups anyways you shouldn't be that worried about losing them as you will probably be able to sign players just as good again in the FA market once the season ends again anyways. This will make two-way players, draft picks, minor league spots, and those guys you have as bench warmers worth that much more which is something I would like to see. It would also give teams chances to claim them instead of them just sitting on your bench for the next two years.
I think you may have misinterpreted the waiver rule wrong the reason no one is calling up those 5-6m players is because they will be claimed by another team for half the price on re-entry. We are having a waiver free period to get these players into action but with their contracts it makes them hard to bring up. And cap room is needed to bring these players up as well.
 
A couple IR spots could be up for discussion but we don't wanna go to crazy due to the rotation and such the line-ups would incur.

2 way contracts will be the safest way to cover an IR player as well.

Ever since the forums have changed around and I'm not sure if it is this way for everyone or if it has just been for me I have not been able to see posts sometimes when people quote others, like in Drew's post above all I can see is my own post being quoted and nothing from drew's actual post. If possible could you repost what you said Drew? I can't see what you typed all I see is my own quote.

I was editing it and when someone is editing their post the other person can't see it, should be good now

Ahh thanks, I still think just having a few two-way contract players would be the best way to go with this since it would make draft picks more valuable and would be the main reason to have two-way contract players.

A majority of the leagues I have played in before have 3 IR spots, in case something happens. For example; LA had 5 injured guys at one point, including a couple on long term. Sure, these players would still have to be long term IR in order for them to go on the IR list, but this will help keep multiple teams competitive in the long run.

I vote for 3 IR spots, and those spots are only for the guys who go on long term injured reserve in the NHL. Also, teams should have a 48 hour period to find the space to put their player back into the line up or suffer a penalty... Could be something as hard core as the player in question is automatically placed into the minors.

If a team is to be absent for a period of time (I have a week coming up in September that I will be in Ottawa), can we just inform the commish (Drew aka Edmonton) of the moves we want to do in case our player/s get better?

I agree with Favo with 3 IR spots and 48 hours to make space for the injured player to return as for a penalty what about something like this:

1st offence- warning
2nd offence- loss of 3rd round draft pick
3rd offence- loss of 2nd round draft pick
4th offence- loss of 1st round draft pick
5th offence- loss of all draft picks

Ya I would prefer the removal of the IR spot more, 3 spots is fine but they have to qualify for IR to be put on it (like an injury like Crosby or Elder or Perron).

Once they are put on IR they can't be removed until they are due to return from injury as say you have your 3 spots already filled with 1m IR injuries then a 6m player gets injuried you can't place him on IR until one of those players come off.

Take a look at this:

IR Spots and Qualification:
Each team will have 3 IR spots to place players that will injured. They must be injured for 10 games or 4 weeks from the time the GM submits the IR player. A player put on IR still counts against the cap but doesn't count against the roster size.

Replacement Players:
Replacement players can be acquired in many ways but the total of the replacement salaries can not exceed the IR player's salary, any salary exceeding the IR player's salary will count against the cap and no further players can be added as IR replacements. The replacement salaries do not count against the teams cap (if under the IR player's salary) but do count against the roster size.

Option 1:
Call up a minor league player that is on a 2 way contract, they must be send down after the IR player comes back or remain and count against the teams cap and roster size.

Option 2:
Sign players via free agency, they will be put on an IR contract until the IR player returns. At the time the IR player returns these players must either be released to free agency or signed to an extension and count against cap and roster size.

Option 3:
Call up experienced minor leaguers without going through re-entry waivers. When the IR player returns these players must be sent down through the normal waiver system or remain on the team and count against cap and roster size.

Making Roster/Cap Space:
When an IR player returns the GM must post that they want them to come off of IR and create the appropriate cap and roster space within 48 hours of calling players off IR. The appropriate measures can be seen in the above options. If cap or roster space is not made the penalties are as follows.
1st Offence - Lost of 1 IR spot for the current year
2nd Offence - Lost of all IR spots for the current year
3rd Offence - Lost of all IR spots for the current year and the next year
4th Offence - Lost of all IR spots for that GM for the duration of league

Example:
John Doe get puts on IR and his contract is $3.0m a season and I have 22/25 players on my roster and my current cap is $53.0m. I would then conserve 1 roster spot to now have 21/25 players but my cap is still $53.0m. There I can pick up to 4 players to cover my IR player. The total of the IR replacement contracts must be less then or equal to $3.0m or I would have to absorb that amount onto my team's cap, so if I recalled Bob Boat at $4.0 as an experienced minor leaguer my cap hit would now be $54.0m. Once John Doe comes back I would have to send Bob Boat back down to the minors.
