Ok, for sake of understanding... Will both NYM and STL be paying for his salary or does this open up $400k for STL's books?  Could I then just outright a player with an equal contract to offset the new pickup?  Thanks.

All contacts are 100% guarenteed. If you place a player on waivers you open him up to any other claiming the player and taking on his contract. 

Outright waivers allow the team to keep the rights to the player shall he clear waivers (go unclaimed).

Unconditional Release Waivers cuts ties with the player though you are still on the hook for the salary.

Releasing a player to make room for salary will only work if another team claims said player.
