Looks like the wording of the rule was changed.... Sean can correct me if I'm wrong, but I believe anyone signed on or after July 2nd, 2013 (the date MLB teams can begin to sign international free agents) would be a part of our international signing period.  Anyone signed July 1st, 2013 or earlier is fair game at this point.
