So, I'm pretty new at this, but if i wanted to make a claim for Micah Owings, he would go to my 40 man roster, correct?

Yes, if a team releases or removes someone from their 40man roster and you make a claim on them that player would be added to your 40man.  You could after claiming them put them on irrevocable outright waivers to remove them from your 40man but other teams could make a claim on that player.
