Mejia became property of the S.F. Giants on March 18, 2011 (see http://www.baseballamerica.com/blog/prospects/2011/03/giants-sign-dominican-lefty-for-350000/, before our league was formed, and before the date in which we inherited all major and minor league players (May 21, 2011). See rule:
To start off the league, each organization inherits the players and their contracts in Major League Baseball and Minor League Baseball as of May 21, 2011. The Commissioner’s Office will provide organizations with their list of players.
Also note here, http://www.baseballamerica.com/statistics/teams/schedules/?tm_id=3236&y=2012 where he was the winning pitcher for the DSL Giants against the DSL Yankees on June 25, 2011, and here , http://www.baseballamerica.com/statistics/teams/schedules/?tm_id=3227&y=2012, where he is the winning pitcher for the DSL Giants vs the DSL Rangers on July 15, 2011.
Finally, note he is still the property of the S.F. Giants, on the roster of the DSL Giants: http://www.milb.com/milb/stats/stats.jsp?t=t_ros&cid=615
Therefore, I claim him as property of the S.F. Giants.
