The RC has spent the past month fine tuning a rule that Dan suggested should be added to the rule book. Special discounts for prospect extensions are given to mimic the type of deals that go to players like Upton, Lind, Longoria, Reynolds, Lincecum, and others.
Prospect Extension
Any player who is currently under a prospect contract may be signed to a regular contract extension, but they may also be signed to a prospect extension. Such an extension must be a 5-year deal where the annual salary is X% of their market value. The resulting annual salary must be no less than $4m.
For the 20XX season, the following percentages would be used per prospect status.
20XX - 60%
20XX+1 - 50%
20XX+2 - 40%
20XX+3, n/a - 30%

I take it the 2010-2011 off-season counts as part of the 2011 season?

To confirm - the first contract that would be eligible for this rule is a (P-2011), and all (P-2010) expiring before this rule takes effect will not be eligible?

This rule kicks off for the 2010-2011 offseason which means 2010 prospect contracts will have expired.

Why not make this effect immediately or at least implement this offseason. I don't see why we are waiting to implement a rule that has already been passed.

The league has been consistent in usually allowing changes involving money/salaries/contracts plenty of time for everyone to become acquainted to. Rushing rules of these sort can cause confusion if the league changes policy during mid-season, when rule changes aren't usually on teams' minds (the season itself is).

Well said Jake.
