It seems to me that the system we use for proposed rules changes may be inadequate. We had just over half of the GMs in the league vote on the two polls that were created. At this rate, it requires an almost unanimous vote to make a rule change. Maybe this is ok, but I want to create a discussion to see where the league lands on this. I posted a rules change attempt last season to return to a Rule Committe, but it didn't pass due to a lack of votes. I considered making a unilateral change by commissioner's decision since this rule was changed the same way a few years ago, but I want to have at least a discussion to gauge where GMs stand or to see if there are better alternatives. At this point, I am considering instituting a rules committee with at least 7 GMs either partially or fully appointed by the commissioner. Rules Changes would require a majority or supermajority of the committees votes.
Points for discussion:
- Does the league need a new rules change process?
- Do you oppose a unilateral change to this process?
- If so, what do you believe the best mechanism for the process should be?
- Would you be interested in participating in the rules committee if this were to be changed?
Please note, this is not the a normal proposal vote. I will review the feedback and make a determination on how to proceed. Please vote and answer the questions above in the comments.

I support the idea of a rules committee. The current process is not yielding the activity/results that help us move forward. Some of these proposals are discussed every off season, yet very little actually changes.
If a committee were to be formed, I'd like to see the most tenured GM's to have a significant representation, or at least given the option and/or encouraged to be involved. Those that have spent the most time and effort into the league, those that have strong knowledge of the rules, and those that understand the original charter of the league should have a voice in the direction we take this.
Count me in, if needed.

We had a Rules Committee and changed ito what they are currently. People complained that they had no say in fules changes.

I believe the rules committee needs to be reinstated. The original rules were made after extensive study and negotiation. There are many rule change proposals made every offseason but they should only be adopted if they receive overwhelming support. At least 7 GMs seems like a good number for the committee. I am not in a position to serve on the committee now.

There has been so much turnover from the old days that it's possible that the new owners no longer wish to be involved with rules changes.

It's 55%/45% new to old GMs that have not participated in voting at all.
