Title: RULES CHANGE PROPOSAL: Add Salary Floor and Minimum Number of Active Players
Post by: ldsjayhawk on October 22, 2024, 10:20:55 AM
I am narrowing the scope here on the ideas to disincentivize tanking.  Currently, we have added the lottery draft in 2024 and we payrolls are tied in some measure to winning.  I am posting another proposal to review the amount of increase for salary caps.

Here I would like to narrow the discussion to 1) requiring a salary floor (each team would be required to spend a specified amount, 2) requiring a minimum number of active players on a roster.

--------

This is a conglomeration of ideas submitted in the survey.  I have added me own as well

We should not have teams winning 80% of their games, nor should we have teams winning 20% or less of their games.  My worry is that the struggling teams turn over their GM's more frequently than the better teams and a new GM would be saddled with these penalties.  Not a perfect solution, but I'm hoping more brains can come together to figure out a solution that limits the unintended consequences.

Maybe there's a way to award activity within the league.  It's difficult to motivate new GM's inheriting a 3+ year rebuild of a team that's 80 - 100 games back.  That's a big hill to climb, and not many people find satisfaction in the small baby steps it takes to get back to competitiveness.  This could quicken the rebuild times and give motivation for managers make those incremental improvements that give them some rewards along the way.

Possible solutions:

The draft pick lottery has been implemented for this upcoming draft.  There is an incentive to win because winning increases payroll.  Maybe we need to look at increasing the payroll bump for winning.

I do also support requiring certain activity threshholds to help.

Maybe introduce a salary floor and min number of players on an active roster and maybe having to have an active player in MLB slots and no players without MLB experience on the active roster and increase minors slots. Failure to have active players in a slot = loss of draft picks

I kind of like a salary floor.  The NHL does this.  I actually think of all the pro leagues, hockey has the best system to help teams while paying players. MLB is verging on destroying the sport with their setup.

I added this into a different reply before I saw this post, but I'd rather incentivize small market teams with bonuses than penalize them.

I support these options for 10 lowest salary cap teams:
- salary cap bonus for X game improvement year over year...until they get to .500
- ability to resign/sign player(s) at a discount if they improve X games from the previous year

Again this has alot to do with payroll big market can spend until they want until they max out payroll small market teams cant if they only have payroll of say 80m compare to say 210m yr payroll thats going to limit how much the 80m team will in signing star players or average players at cheap contracts. Look at mlb live 95% of the teams competed this yr compared to when it was busch league. Payroll is all same then unless u want to build your team from bottom up or u take over a previous gms team who quit. This should stop solve the whole issue. Go with draft lottery like mlb is doing say i win draft lottery this yr then next yr i cant win it. Say we use bottom 8 teams draft lottery i win it in 2025 then 2026 no matter what even if i have worse record again i get #8 pick no matter what happens in lottery.
