If possible, since his salary would be less than $1 mil can I renounce signing him or cut him without being on my roster.  He pulled his hamstring after I bid on him and he won't be available for awhile. 

If not, I will cut someone else.

Yes free releases can just be opted not to sign. If bid was high to where cutting him would not be free, would have had to eat the cap penalty to cut.
