Rowland should not be eligible for PS. He's not on a practice squad contract

His contract makes him ineligible for PS.
Player must be on PSC contract to go to PS.
Player was returned to active 53

This has been Fantraxed by league office for compliance.

Current roster status:
Active 51/53
PS 15/16
IR 0/5

Team has multiple players eligible for IR but with roster spots still available, no need using IR spots.
