Title: Orioles expiring contracts

Orioles (if allowed to do normal extension still) extend
Mitch Garver (top ranking last 2 years is #13 C right now) for 2 years, 4m/yr.

I will likely be extending Luis Castillo to a prospect extension later, but it looks like that can wait.

Orioles will not extend:
RP Ginkel, Kevin, $0.5m (2021)     
RP Jimenez, Joe, $0.5m (2021)           
RP Romano, Jordan, $2m (2021)
RP Steckenrider, Drew, $0.5m (2021)         
RP Wisler, Matt, $0.5m (2021)         
SP Lucchesi, Joseph, $0.5m (P-2021)
