Do bottom 10 teams not get protection or was that the last CBA? Or does that have to do with overall payroll

We passed a league resolution to mirror the new CBA in 2017 in which we no longer protect draft picks.  We used to give two picks for Type A and one for Type B free agents.  The 10 worst teams would have their 1st round picks protected, and 11-30 would lose their first round picks.  Extra picks were given during a Compensation Round between Rounds 1 and 2, however, with our resolution, we went to a system where we only had Type A free agents.  If the new contract was $52.0m or more then the team would give up their 2nd and 5th round picks--for lesser contracts the pick lost would be a 3rd round.
